English Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a new study of municipal councils, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in England stated that 60% of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of playing fields and open spaces to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of councils seeking to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would prioritise service redesigns and utilising savings to weather increasing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in southeast England said its asset disposal plan included the disposal of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Strains

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to raise council taxes next April to cover the growing cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to deliver both improved services and financial savings,” stated a council leader.

He continued: “There are demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

Research of regional authorities this week further found council budgets being strained by the growing number of young people and adults needing special educational assistance.

A network of councils projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (IMD) covering UK local authorities, many key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the 2025 IMD measures,” said the study.

“While only one key city is among the top 10 for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of difficulties confronting local leaders across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and need,” said a council leader.

“Without this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the last year, the study revealed.
